i have windows vista(first mistake) and high speed internet. and for some reason if i download anything, wether it be off limewire, off the internet, whatever it only downloads between 28/30 kbps. can anybody tell me what to do do get it back to around 200kbps?

Did this only happen the instant you started running Vista?
It could be an issue your service provider is having.

no when i first got it it was downloading at 200 to 300 kbps, but than it stopped for a long time, it went back up like 2 months ago for like a week and than stopped again
