4 years, moving there will make you so much better, and i would suggest more spainish after highschool if you really want to be fluent.

4 years might get you there.  It really depends on how hard you try at it.  Many of my friends who got to Spanish 3 can't speak it at all.

I myself went to 3, but I took a serious interest in it.  I can say most anything I want to, but I have to translate in my mind first, so it's not fluent in any way.

Chances are you won't become fluent in high school. I had 4 years in high school, including Conversational Spanish,  and 3 in college and I still wouldn't consider myself fluent.

Yeah, you most likely won't be 100% fluent in Spanish once you graduate out of high school, but you will know a lot. People usually take 4 years of a language in high school, while the minimum is usually 2 years, depending on your school and/or if you are planning to go college. If you really, really enjoy Spanish, you can always continue it in college.

It depends on what you consider as fluent.
In my opinion, you can't be fluent after just studying the language at school for a few years. It takes lots of actual practice and language use. I started studying English in 3rd grade and I think I was fluent by the time I finished 7th grade but it wasn't just school. I watched movies and had pen pals from other countries, lol. I'd say it takes about 5 years if you put an effort to it but it's surely individual. There are people who finish high school here and have a very limited knowledge due to the lack of talent while others are in junior high and speak excellent English.

If at all possible, it always makes a HUGE difference to immerse yourself into a culture that speaks the language you are trying to learn.

I was born in Viet Nam and Vietnamese was my first language before learning English. I moved to the U.S. when I was three and visited Viet Nam back in 2006. I have to say that while I spoke the language very fluently before visiting the country, my vocab increased so much while I was there. Now, I speak it even better than I did before.
